I just thought I'd chime in and say that transferring film at 20 FPS that was shot at 18 FPS is really not the best method, it's a compromise. But perhaps I was spoiled. I would take my footage to Film and Video transfers and on their film chain they would transfer the footage at 18 FPS.
Perhaps one must decide if an 18 FPS film to video transfer is acceptable if one is going to be then computer editing the footage, perhaps there will be too many "split" video frames (an "A or B" field from one film frame, an "A or B" field from the next film frame). On the other hand, I've been reading too many posts where 20 FPS is being claimed to be a "standard" film transfer speed when it is just a compromise.
18 FPS film chain transfers are completely possible and done all the time by Film and Video transfers of Northridge, California.
Most Rank Transfer houses that do super-8 can also do Super-8 transfers at 18 frames per second.

This why I am a strong advocate of 24 fps.I realize that there are many good super 8 cameras that shoot 18fps only,but if the option is there,shoot 24.
